Site Selection - CEHI carried out site selection exercises for the establishment of a Hot Mix Asphalt Plant, upon the request of the Ministry of Health & Social Improvement, Government of Antigua & Barbuda

Environmental Testing - Assessed dredge spoil material from the St. John's Harbour, Antigua on behalf of the Ministry of Health.

Training - CEHI, in collaboration with the Ministry of Health, Family Affairs and Gender Relations of St Lucia, the Caribbean Development Bank, Pan American Health Organisation, Health Caribbean and Centre Hospitalier Universitaire de Quebec, hosted a training course in Environmental Health Impact Assessment (EHIA).

The course was part of a planning exercise geared toward the development of a comprehensive, region-wide EHIA programme.

It was designed to develop the skills of health and planning officers and private consultants in the preparation and review of environmental health impact assessments related to both public and private sector projects.

BASEL Inventory - Work began in earnest on the BASEL Inventory of Spent and Outdated Chemicals in the Caribbean Region. The project is being conducted in seven countries: Antigua and Barbuda, Bahamas, Barbados, St. Kitts and Nevis, St. Lucia, Trinidad and Tobago and Jamaica.

Water Quality Testing - Additional water quality testing equipment was supplied through the CEHI/ENCORE Project to beneficiary agencies in OECS countries in order to reinforce their water testing capabilities. Equipment was supplied to the Ministry of Health/Antigua Public Utilities Authority.

Water Quality Improvement - The Institute has long recognized the need to support its Member States in managing its water quality data and information. As a result, a Water Quality Monitoring Information System was developed. In 1998, the system was modified to allow greater utility by national level agencies.

The Institute provided national level support (hardware, software, training and technical) to varying degrees for improving the management of water quality data and information in the following countries

Water Quality Database - The Antigua Public Utilities Authority-Water Department benefited from the supply of computer equipment to assist in the development of a computerised water quality database system.

Development of education material - The two sets of training materials (a Student Package and a Trainer's Manual) on Industrial Chemicals and Wastes in the Automotive Mechanic Industry and the Air Conditioning and Refrigeration Industry which were developed by the Institute in 1996 were piloted in two technical institutions in Barbados and St. Lucia in early 1997. In March 1997, an evaluation of the materials was conducted, and the findings were quite encouraging. To ensure wider utilization of the materials, a Train-the-Trainer Workshop for six additional countries (Antigua/Barbuda; Belize; Bahamas; Dominica; Jamaica; Trinidad & Tobago) was also conducted.

Training - The Institute trained two Environmental Health Officers in the "Management of Sanitary Landfills".

The Institute, through the EHIP, supported the attendance of a participant from Antigua at ReCaribe'97, the Wider Caribbean's first annual Recycling and Waste Reduction Conference, held in Trinidad and Tobago.

Environmental Impact Assessment - The Institute prepared draft Terms-of-Reference for the conduct of an Environmental Impact Assessment for the construction and operation of a Reverse Osmosis (RO) Desalination Plant on the island of Barbuda. The TOR were subsequently forwarded to the Government of Antigua & Barbuda

Waste Management - The Institute sponsored the participation of the National Solid Waste Management Authority, Central Board of Health, Ministry of Health, at a Workshop on "Port Waste Management", held in Trinidad.

The Institute trained three Environmental Health Officers in the "Operation and Maintenance of Waste Water Treatment Plants".

The Institute conducted a preliminary evaluation of the potential environmental impact of a reverse osmosis desalination plant proposed for use in Barbuda.

The Institute, with support from EHIP, conducted a preliminary site evaluation of proposed sites for a new sanitary landfill for Antigua.

The Institute donated equipment to the Environmental Awareness Group (EAG), to assist in artificial reef development. The equipment, which consists of diving gear, including tanks, buoyancy compensators, and regulators, and also consists of an underwater camera, is being used to construct, maintain and monitor artificial reef systems in Antigua. These reefs are constructed using discarded tires and not only create new fishing habitat but also provide a disposal option for the numerous used tires found throughout the island.

Environmental Monitoring - Equipment for water quality testing purchased through the CEHI/ENCORE Project was shipped to the Ministry of Health and Dunbars Laboratory.

Laboratory Services - The Institute responded to a request from the Ministry of tourism for assistance in identifying the cause of the environmental degradation of McKinnons Pond. After inspection of the site and analysis of the samples, both on-site and at CEHI, a report containing recommendations was submitted to the Ministry.

Environmental Monitoring - Equipment and chemicals for the Antigua Public Utilities Authorities (APUA) ordered during late 1994 were received at CEHI. The equipment was tested at the Institute and freighted to Antigua.

The Scientist/Coordinator visited Antigua and provided in-country training to identified individuals in the use of equipment supplied for Drinking Water Quality Monitoring.

Environmental Monitoring - The Scientist/Coordinator visited Antigua in order to gather information on Water Quality Monitoring in the country. The agencies which participated in this assessment are as follows:
