Mr. Gopaul received his first degree in Computer Studies and Business Management. He also holds an M.Sc in Management Information Systems and an M.Sc. in Environmental Management and Development. He also holds Post Graduate Certificates in Techniques of Structured Systems Analysis and Design, Energy Management, Information Engineering and Management Studies.
Mr. Gopaul worked at the Caribbean Industrial Research Institute (CARIRI) from 1982-1989, as a Systems Analyst. In 1989 Mr. Gopaul was seconded as a consultant to the Industrial Development Corporation of Trinidad and Tobago (IDC) to assist with the establishment of IDC's Information Services Division. Having successfully completed his consultancy, he was employed by the IDC as the Manager, Information Services. He left the IDC in 1993 to take up an appointment with CEHI as the Information & Programme Officer. As CEHI’s Information and Programme Officer, Mr. Gopaul conducted assessments of the management information systems in the Water Authorities and the Environmental Health Departments of CEHI member States. He also evaluated the effectiveness of the Water and Sanitation Monitoring Systems, as well as, assisted in the reorganization of Environmental Health Units in CEHI Member States. He has also conducted a needs assessment of environmental health information systems in the region and developed a sub-regional Water Quality Monitoring Information System. In 1998 with the re-structuring on CEHI, Mr. Gopaul was appointed Information Services Director, with responsibility for the overall environmental and environmental health information and intelligence gathering for the region.
